Normative definitions in the public sphere, political participation and authority in illocution In many cases, written norms (laws, regulations, policies, etc.) issued by a political authority define and so fix the meaning of certain terms that were already in use (for example, 'violence against women', 'rare disease', or 'terrorism'.) The question arises who is entitled to participate in democratic political consultations oriented to formulate those norms.
